Why Liverpool Has So Much Construction Work Right Now
Three major forces are converging in Liverpool in 2026.
Liverpool Waters is the big one. The £5.5 billion Peel Waters masterplan is in its most active delivery phase. GRAHAM Civils has been appointed on a £71 million Central Docks infrastructure package — underground utilities, roads, public realm and Central Park — with completion targeted for late spring 2028. Once that infrastructure completes, the phased delivery of approximately 2,350 homes across the 60-hectare historic docklands site begins. That infrastructure contract alone is driving significant subcontractor and groundworks demand across north Liverpool. Across the Mersey, Peel Waters and joint venture partners Qualis Developments and Forshaw Group have also started Phase 2 of Redbridge Quay at Birkenhead — 90 new waterside homes on Dock Road — adding Wirral to the active works map.
Knowledge Quarter Liverpool (KQ Liverpool) is the city's £1 billion life sciences and innovation district centred on Paddington Village (L7). Morgan Sindall is now on site for Paddington South — the next major phase — undertaking masterplanning and enabling works. The Hemisphere ONE development, a high-spec lab and office scheme within the wider quarter, is expected to support approximately 300 construction roles during its build phase. Combined, these schemes are generating sustained demand for construction trades in the L3/L7 postcodes through 2027 and beyond.
The Littlewoods Film Studio is the third anchor. Capital & Centric is transforming the iconic Grade II-listed 1930s building on Edge Lane (L7) into a £70 million film and TV production campus: two new 20,000 sq ft studio stages, offices, workshops and an education centre. Enabling works are underway and a main contractor was being sought as of mid-2026, with the studio build expected to take approximately one year once appointed — meaning the heaviest construction phase runs through 2026 and into 2027. A ten-streets creative district (125 acres, over one million sq ft) is also progressing north of the docks, projected to create around 2,500 jobs over time.
