Overview
The Universal United Kingdom Resort at Kempston Hardwick, three miles south of Bedford, is set to be the largest theme park in Europe and one of the biggest construction sites in the country. Enabling works began in January 2026 after the Special Development Order was approved on 16 December 2025, and on 15 September 2026 Universal named 23 contractors and consultants, including Sir Robert McAlpine, Morgan Sindall, Mace, Bovis, Galliford Try, Wates and Winvic. Theme-park construction proper is expected to start in the second half of 2027, with the resort planned to open in 2031.
Most coverage repeats the headline of 20,000 construction jobs. The more useful document for anyone who has to find a bed near the site is the project's own Temporary Workforce Accommodation Strategy, submitted to government as Appendix 13.1 of the planning application. It sets out how many workers will travel in, where they are expected to stay, how much local accommodation exists and what happens if it runs out. This guide works through those numbers for site teams and for property owners.
The workforce numbers that matter
The 20,000 figure describes jobs across the whole build programme. The number that determines accommodation pressure is how many people are on site at once, and the Employment and Skills Plan puts the peak at 5,380 workers in winter 2029, of whom 5,020 are on the theme park itself. The primary construction phase runs from 2026 to 2031.
